Electr(on?)ic Emulsion Primer

Greetings! I'm back to bug the paint people.
My buddy and I just got our media blasted '62 Olds back after we got sick of chemically stripping it. Now there's a layer of something where we only blasted but didn't chemically treat. He's trying to say it's e-coat, but another friend says there's no way a '62 Olds had e-coat.

Who knows about Electronic (maybe electric?) Emulsion Primer and what are the chances our project has it?
