I bought an electric fan and shroud at Auto-Fair .It has little rubber flap vents in the corners. Shoudn't they be turned so they open to the inside with the shroud in front of the radiator?

not sure why you would run a shroud in front of your radiator

hotrodbrad's right - a shroud in front of your radiator will impede airflow over the radiator at highway speed unless you're running a big and powerful fan. Shrouds are usually for puller fans mounted behind the radiator.

The shroud goes behind the radiator, the flaps help air flow at highway speeds.
