Technical fender skirts??

I am hoping that someone here can help. I was given this pair of fender skirts and was told they were for a Packard, year (s) unknown. I have searched through photos on the web and not been able to find any quite like these. None I have not seen any with the locating pins on the top. They are aluminum and are equipped with the chrome piece on the bottom. Thanks for any help here.
