fender skirts

hi there i got a det of
1950 1951 1952 PLYMOUTH DESOTO DODGE CHRYSLER FENDER SKIRTS NOS-R BOXSTYLE (M4D) for my 1950 desoto but they don't seem to fit


do they go on top of the fender?

 

Did you ever figure this out? I have a friend in Northern Illinois that's looking for a set for his `52 Dodge.
