Tried the fire up my new project this weekend and the starter is not engaging the flywheel, took the starter off and looks like the bendix had been living under a rock, is there a trick to get this outer collar off

That collar normally slides right off after loosening the big bolt.
Try alittle heat, spray some good lube and start tapping.

You need to source another starter that isn't loaded with rust.

I have heard that the "modern" bendix you just got is the way to go.
I seem to break the old style like your rusty one every other year.
I want to try that modern bendix, I will get one soon.
