I'd say they are chromed aluminum, and I've seen them before, but not w/chrome on them. The chrome job is shotty at best.
yes I plan to get the chrome taken off, go for a cast look with paint in between the finns. Didn't cost a lot but apart from the chrome they are in good condition.
The ones you see with the rectangle in the middle like these were the El Cheapo units usually sold at Pep Boys and other chain stores. The same as the 29.99 chrome dress up kits that are sold everywhere today. Often there was a thin aluminum plate glued into the rectangle as a name plate. Back in the day they were not prized because they were cheap. If you like them?...why not?
Tommy's got an excellent point. Install them, run em until you find a pair that speaks to you. Installing new and better a ways down the road is always a fun project. Goes right along with the old saw that "a hot rod is never done."
