I have seen two water pumps and one water pump in the center., but never seen that. It looks like a poorly designed cooling system. Shade-tree mechanics at its best.
As I recall, flathead Fords had water pumps on the heads thru '36 or so, then went to the more often seen block mounted pumps. Early engines were 21 stud heads but I don't know if the first version of pump in block engines were 21 or 24 stud. I suppose this could be early heads on a slightly later block. Ray
37 & 38 engines were a 21 stud engine with block mounted water pumps, the heads had center outlets like the 24 stud engine, this looks like a 37/38 block but with 32-36 heads fitted which had the water pumps mounted in the head as in the pic.
