Fluttering Nailhead

I have a 401 Nailhead in my '52 Special. At highway speeds, while maintaining speed, it starts to flutter. The tach goes spastic at the same time. It has new points, new plugs and wires, new condensor. Any ideas what might else could be causing this? It has 10 volts at the coil, dwell and timing are set to spec
