The gas gauge on my 64 never comes off E. I am thinking the sending unit is bad, but because the gauge never does anything, I am wondering...

Could be the float has a pinhole in it and it sank to the bottom. Worth pulling to see!

  3. take the wire off the sender and see what happens , then touch the wire to ground and see what happens then

Before you fill the tank next, check the resistance of the sender. Fill the tank and take another reading. See if the numbers match the stock resistance values of your "64"

Most likely a broken wire or bad sender. 36-3 told you the easy way to test them.

  7. Gauge unit test: place the ignition switch in the off position and connect the terminals of two, series connected, flashlight batteries to the gauge terminals. The 3 volts should cause the gauge to read approximately ½ full. Taken from a 1956 Ford shop manual.
I used a 12 volt battery and if I remember right, it caused the gauge to read almost full.
If the gauge doesn't read and the gauge wire and ground are good, it should be the sending unit.

Hard to check the resistance on that one!
