HB 890? Anyone use it in Texas?

I Know since August of 2011 HB 890 was "in effect" in Texas to build a hot rod and title as whatever year it closely resembled. But here are my questions as to searching the web, finding noone claiming they actually done it.. If there is let me know. Am curious as to what it involves, if people are doing it. If it is just another DMV nightmare dead being the reason why as I dont see anything dated recently. I want to throw sheet metal together with my skull shifter and suicide front axle and drive it!!!
