indicator wire is connected to the wrong wire at the dimmer switch

tan and green are reversed at the headlights. The dimmer switch doesn't care which terminal is which.

I did put new headlight connectors so rewired them .Is it both or just one headlight that would make it do that ?

Well...if both headlights are wired with the Hi-Lo wires, are they both bright when bright?
Just attach the indicator wire to tell you when they are. Right now, it's telling you when they're not.

once I flashed my high beams at an oncoming car that had a high beam headlight on...when he dimmed them, the other high beam came on instead. So yeah, make sure they're both the same, and wire the high beam filaments on both headlights to the wire that is T'd to the dash high beam indicator light.
