I'd have to agree with denis4x4 it looks like it says American Legion and looking at their logos there were a lot of takes on the logo for different states or groups . You might ask if he belonged to the Legion and if they know what post or do a search on posts in your area or the area he lived in. It may be a post logo.
Looks like the predecessor of the miniature license plates the Disabled American Veterans used to raise funds. Out of curiosity, what kind of metal is it made from? What thickness? Looks to be kinda thin and, jugging by my own preferences, would need to be thicker. And, not aluminum.

Jeff34: That is not American Legion. Disabled Americans Veterans is a different organization. I bought my 62 Vette in 1972, they sent me one to match the plate on it the a couple years later. Still have it and the Vette.
