Do these pumps build pressure and shut off, come on as the carb bowls require fuel or are they full out running pumps? Make sense?

No. Unlike most 'diaphragm-type' electric pumps that 'stop and start' as needed to control pressure , the Holley's are a "gerotor" gear-type design and run continuously. To limit the pressure, instead of shutting off once the set pressure is reached, the Holley pumps continue running and simply bypass the fuel back through the pump via a built-in 'relief-spring and bypass' set-up similar to the bypass used in an engine oil pump.

Ah ok, they use a bypass of sort and the pump motor keeps running. Thanks for the super fast response.
