I have a car with engine turned panels on the dash. The dash has rusted above the panels and the rust has washed down over the panels. What is a good way to clean these without doing harm to them? Thanks

The engine turning was done on steel ? Might have to use some sort of acid.
Phosphoric Acid changes Iron Oxide into Iron Phosphate. I think you want
to use something else. Have you tried CLR ?

Polishing compound used for paint finishing. It's very light abrasive so should not cut into the machine finish.

Another option is tooth paste. This is also good for polishing and cleaning delicate materials.

Yeah I would start with something fine like toothpaste Crest has more abrasives the aqua fresh and work your way to heavier compounds and then .0000 steel wool. Most engine turning is very light and not deep into the surface .

We use toothpaste when polishing plastic . So if we machine it or even bend it with heat the toothpaste will polish her right up..

If all the above fail, re-turn it.

I cleaned mine very well when I turned it and cleared the work . It looks as good as the day I did it many years and mikes ago.

Always go from least slowly up to most aggressive. I'd also suggest trying each on the BACK of the part before applying to the face. If the staining has gone down the front, it's probably on the back, too.
