How low without c notching?

I'm rebuilding a 54 chevy 210. Mustang 2 front end and newer 82 chevy rear end with leaf springs
I'd like to get it on bags ?
or at least get it as low as possible.
So the question is, how low can I get it without doing major custom work like c notching?
