With the new Street Rod and Custom law in Ma.on ***ling a car in M***., there are 3 or 4 ways to ***le. I am wondering which way would be better ; A custom ***le or a replicia ***le? It seems that a custom, as an altered vechicle, must must be at least 25 years old, where as a Replica can resemble an older car and can be built from any new or used parts and be registered as the year that it resembles. Are there different rules/specificiations that attach to the different ***les? I would think that a replicia car might have a high value placed on it for tax purposes and it may have to comply with 2011 DOT standards,where as 1984 might be valued much less and need only 1984 standartd? I found out that some must have air bags if so equiped at date of original manufacture, and others do not need an emitions inspection, but others require an emitions standard for the date of the manf. of the engine. I have not been able to find the law as written on an official site. Is there a place that I could go to compare all the rules? Thank you, Roger

Before the internet... I found all of my States laws at the town hall or library. Here they are called "State Statutes".. Just had to index my way though to find the DMV stuff.

What I'm interested in is the new tax laws that go along with the changes. We are going to get hammered on old cars for excise tax. Who decides the value???
I have an update on the Street Rod Law. It is necesary to pay the registry a $50 fee (check or Money Order only) and then make an appointment to have the vechicle inspected by a Ma. State Police Salvage unit. They will issue a new VIN. I have heard that they will s****e off a section of paint in order to apply it directly to the bare metal. (Not sure of this yet)

I am still trying to ***le and register my car as a "Custom Vehicle" in MA. No one at the registry (local and state offices) know any thing about the law, never heard of it! The same goes with the Registry ***le div. Has anyone done it in the last year?
Evidently the law was SO hard to successfully implement and cost SO much coin to do so that the State just rolled everything back to before the law was enacted. It was too specifically aimed at easing kit Cobra registration and ***ling (insert Wareham-based Factory Five here, a sponsor of the bill)and Rods and customs suffered for that. M***achusetts had neither the funds not manpower nor people in place with enough knowledge to successfully carry things out. They were trying to place the burden on the State licensed safety inspection stations which didn't fly either. Just register/***le you car as what it is (Chevy/Ford/whatever) and forget about EVER getting it on the road in M***achusetts if it's a hand-built or kit car or ***emblage of repro parts.

Sorry to dig this thread out I know it's a few months old, but I have been researching and becoming more and more nervous. Almost two years ago I bought a 52 chevy 3100 from a guy in NH (literally just the cab bed doors hood) Bascially the sheet metal. I'm 24 and it's my first build. I do have a bill of sale (somewhere) but it's just a simple one, name, truck, date.. and the truck has a serial number on the front a pillar in between the door hinges. I have been slowly working away at it (rot repair) but am now just reading of the nightmares of trying to obtain a ***le here in MA... Any suggestions to get the ball rolling? I plan to use a custom ch***is/ motor/ etc... basically only thing original will be the cab hood bed doors and fenders. Thanks for any help anyone can offer. I will keep digging in the meantime. Gus
You "MAY" be able to apply for a ***le with just the bill of sale,as New Hampshire is a none ***le state, not sure on that. However, I recently got a ***le for an old Volvo by"selling" it to an aquaintance in VT. Having him register it there then sell it back to me and keep a copy of the VT registration. The m*** reg. accepted this. You may be able to do the same with the N.H. person you bought it from. Good Luck. Oh, and also they will charge you on book value for the sales tax.
Sales tax should have been paid when purchased.They will fine you for every day after the 7or 10 days you are given.Learned the hard way.Get a bill of sale with a current date.Sales tax comes out of a book they use.You can call to find out the tax.Good luck.
Ya I will definitely have to re-do the bill of sale, no way I'm paying 2 years of sales tax interest... I am going to go out to the truck after work today grab the serial number and try to start the ***le process, just to put my mind at ease that my work and $$ isn't being spent for nothing.. In addition to a BOS the RMV may require some proof of ownership from the seller, usually his old registration is fine. Be sure the BOS has all the info needed -- odometer reading etc. If he never had it registered, perhaps a notarized statement of facts from him plus a visual inspection of VIN form (either the NH form TDMV-19A or the M***. form TV-7). Since the "vehicle" is in M*** would be easiest to have a local cop do the inspection. Also the application for ***le form, of course. They might make you mail all that to the ***le division in Boston and await a phone call from them on your next step....
So it seems my next step is to contact the Boston office next week and proceed from there. There were no gauges in the truck so an odometer reading isn't possible. Hopefully the fact that it literally was just a bunch of sheet metal that could have been organized in a fashion that resembled a vehicle will help my case. No frame no motor no steering column just strictly sheet metal and a little vin tag on the a pillar... thanks everyone
I wouldn't let them know it's just a bunch of parts, they may make you finish it and then get an ***embled car ***le with a state police inspection and M***. ***igned VIN once it's done, at which time you would pay the sales tax based on your receipts ... unless you have no problem with that. re the odometer, the seller would just note "mileage unknown, odometer broken." My hot rod has no speedometer or odometer, when I get the annual inspection the inspector just checks off "broken" for the mileage.
