US customs need 72 hour advance notice you are bringing the car across.
They need a copy of the "TITLE", not a bill of sale.
So, what is happening here is that you are buying a car with no title.

You need to contact Canada Border Services, as they may not let that car across.

  3. Will Conneticut issue a title or transferable registration for the car? If they will - you need to get one.

If they are a non title state for older cars, you need to have a bill of sale that is notarized.

Contact the boarder crossing you are going to be bringing the car over and talk to them to get the specifics of what you need.

  4. A couple years ago I sold a Triumph motorcycle on Ebay to a guy from Canada. Here in NH where I live titles are not required on anything over 15 years old. I shipped the bike to a friend of his in Washington where he was going to pick it up and mailed him a bill of sale and a VIN verification form from NH DMV. That was all he needed to get it across the border. I have no idea if CT is a non title state for older vehicles though or if they have a similar form.

Its been along time since I've been in CT, but you were able to get a title from CT if you asked for one. The hitch is , I think, it has to be a finished car. Check with the DMV on rules for a title.
