The right way is with a dropped axle and or custom front springs.
He can get it a few inches lower by using smaller front tires. I have 14 inch rims on my 48 Chev with 195-14 tires and that makes a big difference. I also took a couple of leaves out of the springs but it drives and rides like crap with them out. It did get it low though.

Either drop axle, new springs, take leafs out of old springs, or ifs. IFS gives the best ride by far, but also the most work and money. I went with new front springs from Jamco on my 54 GMC and lowered it 3 inches, looking at also using a 3 inch drop axle.
