Customs Hubcap help! What is this?

I've had four of these on a shelf in my garage for quite a while (15"), were extras from when I had bought a Model A coupe.

Had a guy looking at some other parts to buy and he inquired about these, I have no clue what year, brand, OEM or aftermarket or what kind of value to give them.

Anyone out there able to give me some insight?
