    I agree with the first part of your advice....call the State Police office in Springfield where they inspect vehicles for ***ling purposes. This Office is operated by the Secretary of State Police if I recall correctly..

    But I understand the questioner's desire to get the car ***led by an ID number other than the engine number. As many of you know, it varied from State to State as to what numbers where used for ***ling purposes. Missouri, for instance, used the engine number for many decades. I worked around a shop in the 50's and early 60's who often installed remanufactured engines for customers. They would grind off the engine number on the reman engine and stamp in the number of the original engine so it continued to match the ***le.

    May or may not have been legal in those days, but it served the purpose. Today is a whole different ball game, most especially in Illinois. Here it IS possible to gets things done, but it's difficult to avoid taxes (which are in fact legally due, even if we don't like paying them) and one must go through the process for acquiring a constructed vehicle ***le. I have several friends who have done this successfully.

    Yep. I've had 2 problematic ***les on old cars (but I had them). No problem resolving either of them. One was 10 years ago, and the other last year. The process was exactly as Pistnbroke described, except my local cop came over and checked the VIN, ran the numbers, signed the paper and I sent it in to the State. Neither time did the State or local police check the frame.

    The process is probably even easier for a kit car like you're describing. It's all on the SOS website. However, you may have to ***le it as a new car, and you are going to pay some hefty taxes based on value, and the state won't go light on a 32.

    I just checked with a friend of mine who is a SOS police officer. He said he wasn't absolutely sure without checking with the ***le division but he said there is an old law on the books that you are supposed to notify the state when you change motors but it hasn't been enforced in decades. He said to check with the ISP about having them affix a new VIN tag with the current VIN from the motor on the car's body. The SOS only issues VIN's on new builds. Anything that already has a VIN would have to go thru ISP

    Illinois issues a bonded ***le off the serial number located on the car. A bonded ***le will come with the car's serial number as the identification of the car. He can use his original Michigan paper work as art work, if he wants, just keep it so there is not someone using it as registration in the future.

    His other option is to transfer the Michigan ***le and be done with it. When he hands over the legal Michigan ***le, Illinois will issue him an Illinois ***le using the motor numbers as the identification of the car. His concern, as well as mine would be, is what happens when the original motor is no longer with the car, how do you prove the car is legitimate?

    Knowing he plans on changing the motor, I would get the bonded ***le, in Illinois that is based on the car's serial number. That will solve any future issues when or if he wants to sell the car in the future. The only drawback to bonding the ***le is you have (or are suppose to) to wait 3 years before you can sell the car. One of my cars that had a bonded ***le states it is an original ***le right on it. There in nothing even hinting it was ever bonded, and after 3 years, it is indisputable. Gene

I have no idea why, if you have clean paperwork and the car matches, that you would not just ***le the damn thing the way it is, then go change what you're going to change and the state be damned. If you're concerned with cop **** probes on the traffic stop, then notify them on the change after the fact and have a cop certify it or whatever they need to do.

    Thanks for the replies guys. I have tried getting ahold of the State Police....they then sent me to a number in Springfield...to a guy that they said does it. Got ahold of him and he told me to get a hold of the state police. Imagine that...no one in Illinois has a clue what they are doing.
    Its very frustrating...just trying to do it the right way...its a joke.
    I'm going to go and transfer it into my name for bow until maybe I can find someone (who works for the state police or something) that has a damn clue on who to actually get a hold of.
    I don't feel like doing the bonded route since I have the actual ***le and all I might as well do it that way.

    Sorry, I haven't checked this thread lately. No, sorry. It was few friends who built their cars with many original parts then used later engines, etc. I do know a person from the State had to look the cars over, put a stamped plate with number on it, and okay the deal.
    Others in the buying and selling of cars go someplace in Georgia where older cars weren't ***led, for a new ***le.
    I have no idea how legal or how much trouble any of this is. I do know that getting out of Illinois was better in many ways than just keeping warm.

    They gave you the number of a private individual in Springfield? The ISP are the ONLY ones that will come out and affix a VIN. I wonder if they understood what you needed? If you want I can try to find out who to contact ( I work for SOS in Springfield but don't have anything to do with ***les)

    No they gave me a number for a guy that works for SOS I guess in springfield that is supposed to take care of it, but he said he doesnt, and to contact the ISP, and he seemed to not care or want to talk...nice guy. ha.
    If you think you can find out more..then go right ahead, Im sure you might be able to find out more a little easier. If you do send me a PM.

    I'll see what I can find out. The SOS only issues the VINs for new builds since it already has a VIN it would be ISP's deal.

    Its funny though, you try to do it the right way and get this.
