Its a total scam. I get them all the time. If you email them back and tell them that, "that will be fine, I will just have to have the check clear first" then you will not hear from them again.
You could always send him back an email about his request for information on.... and put as many homeland security key words as you possibly could in it and end up with something about you not approving of such things..... might get someones attention and I'm sure they could find em.
