Do I recall, correctly, that these single bulb headlights were intended as a stop-gap until all 50 States passed laws allowing quads?

 

Yes, it was a 1957 model year thing. I was in junior high school then. Not all the 1958 cars looked right, for instance:

My 52 Plymouth mild kustom. Nosed, decked, trim shaved, floating grille, lowered, 54 Merc caps. Next up is shaving the handles, frenching headlights and frenching in different taillights. Thinking 39 ford teardrop tails.
