you have to go to DMV directly to verify. Im not aware of anything online other then the title service operations. I have an old Harley Panhead I bought as a basket case no paperwork, but the thing had not been resgistered by the original owner since the 70's. AAA can do it if you're a member. Keep in mind, you need to show DMV 2 plates in order to register them.
I had the number but I have missplaced it. Call the DMV and ask for the Sacramento Special Plates office. I called yesterday. Expect a long hold time... But I have been told that is the only way that you get a true answer on if it is a clear plate. It would suck to submit your plates then find out 2 months later that they are rejected. Hyfire
