No such thing here ( other than for Commercial vehicles and its mostly for plating ) , you have to call the Illinois secretary of state for registration/license issues or ***le problems . https://www.cyberdriveillinois.com/ this site can help you and do not be afraid to call them ( Springfield ) on questions .

I know what you mean , but besides our "problems" here they have fixed the DMV/SOS in many places to make it easier to use ( the one here they seperated the vehicle side from the driver licensing side and its way better and faster ) . and the way the laws are changed around here its better off you call the people down state as they know whats ,what and will help you out . specially if its a older vehicle , salvage ***le or home built one . also with a little reading often the questions you want are listed on the site or another one with the illinois vehicle code listed .
