Looking for Info about the NCCCA .....

My friend has a "Top Twenty" jacket from 1968 with the logo of the NCCCA on the front. Around it are various motor driven vehicles and I wonder if anyone on here knows what those initials stand for. I've done several searches but have come up empty.

Do you have personal knowledge of this ***ociation or it that a guess? I wonder because there seems to be a truck, motorcycle, midget and boat depicted on the emblem.
