I may be wrong,but use to be able to in my state go to DMV pay a fee and get a list of all registered cars by make model. I believe that's how auto manufacturers send out recalls. By useing lists of registered cars/trucks by make model. I tend to believe this over the years. I have got recall notices for some of my O/T cars/trucks. The notices aways had the the vin number of my car/truck. Like I said may be wrong, but just a thought.
Got any friends in law enforcement? They may be able to run the vin for ya, not sure its absolutely legal for them to give you that info but they may if they know you are not trying to commit some kind of crime??? I dont think the DMV here in Kentucky will hand out that info either but maybe if you had a friend who trusted you there??? I think you having the vin is gonna be the key to finding the car. Lotsa guys searching for a car would love to still have the vin number to work off of.......including me to find my first car (55 chevy) Here, Ill post this for ya.......vin 21847f242277

I think PA does a ***le search like Phil mentioned. I recall $5.00 per owner and probably some other fee if I know PA!
