History Lujan Ported Small Block Heads?

A long time ago I picked up a set of small block Chevy angle plug heads. They've had major work done to them, on the side its stamped, Ported By Lujan. I live in California and the date reads 1/79, just wondering if anybody has an idea who this guy is. Let me know, thanks!
