    Alright so before we get started here I just need to put it out there I am well aware that 441s are smoggers AND heavy cast iron...
    That being said;
    In order to get bang for buck power increase out of heads that I own what is the recommendation between angle milling or increasing rocker ratio?
    I apologize if this is a technical question not a Hot Rodder question.

    With angle milling you are changing much more than just the compression ratio. A cut that will add enough compression to make a difference will need the intake face of the head re-done so the intake manifold fits and retains it’s gasket seal, you will need to correct the cylinder head bolt holes and their spot facing and you could run into interference with the exhaust (do you have long tube headers?) system since it will be pulled closer to the block.
    As others have mentioned you will see little benefit from 1.6 rockers. The bottom line for me is this- you need to rethink this whole project, and I’m not only talking about the heads and/or 1.6 rockers, and come up with a new plan.

    Or just come up with a plan in General! If you already have a plan, could you please share with the rest of the cl*** so we could give more informative answers to possibly help with what you are trying to accomplish.
