Meeting with the Mass. DMV and title division this Wednesday night, Pro Bass Foxboro.

    how do you get that form? they valued the 29 model a coupe at $12500. even if you buy it in a basket.it cost me $840 with the title. and when i was a kid my mother told me being a good person was the way to go, but i see every dirtbag and lowlife in this state doing better in life than me.free rent,food, cars. phones and everything they want.i should have took up selling drugs, it seems to be a cheaper hobby than trying to be a good person.

    Ma. looks up the price of the car in 'The blue book" and goes by the price of a driving and fully operatable car. They give no allowance for a parts car or a basket case.

    yup the good honest middle class flips the bill for everything! They valued my 56 f100 around $7850. The picture is how I bought it. The lady at the desk gave me the form after my eyeballs popped out of my head, she was very helpful and her husband is a huge car guy. Here comment was "3 on the tree, 4 on the floor?" with a smile. I would go back to the registry and ask for the sales tax abatement form, make sure they give you the one that was revised in 2011 and not the 1991 year form. Fill it out, add a description of why you need a abatement, send in pictures and mail certified signature required then wait forever for them to process, I was told it will take months.

    Asked about a couple of times:

    Public Meetings
    Massachusetts open meetings law expressly permits sound and video recording of public meetings (i.e., meetings of a governmental body required to be open to the public by law), except for executive sessions, by anyone in attendance. The statute provides, however, that video equipment must be "fixed in one or more designated locations determined by the governmental body" and that the recording must not actively interfere with the conduct of the meeting. See Mass. Gen. Laws. ch. 39, § 23B(9).

    You should look up the value of your car before you go and print it out...The state uses NADA and Blue Book...don't be afraid to ask for the supervisor if you think their way off on the tax...Your dealing with the Registry...not the Wizard Of Oz...

    according to the info we got tonight, once a car is titled and registered as a street rod, it is automatically emissions exempt.

    the emissions requirements affect kit cars, i.e. factory five cobras, and it only affects them to the extent that they will be required to pass emissions for the year of engine manufacture.

    it is a lot of change, but it isn't the end of the world, and it certainly isn't a case where hot rods are outlawed now.

    the trouble is going to be in the education of RMV, DOT, and State Police employees, so that the experience of registering a car is better than jumping off the Bourne Bridge.

    the law looked great for rods and customs,but like said before the government will botch the whole thing as everything they do and we'll be stuck in the red tape. they want you to run street rod plates, but dont make them! great.

    At this point I feel like there is ALOT of misinformation and alot of "feelings" about MA on this thread...

    I think a new thread should be started about what we learned tonight and how it affects us, like Mark said its not the end of us as we know us but it is definitely a huge stick in the spokes!

    Stay tuned, Im not even sure if I want to keep talking about this...

    my understanding is that street rods are not eligible for year of manufacture or antique plates.

    So does this mean I cant leave the antique plate on my 32 roadster?

    no, john. street rods will not be able to use antique plates, according to the law.

    The registry will use a value for a running car and can not read this disclaimer by NADA. If you print this and bring it with you, it may help, or you can use it for an abatement.

    Value Explanations (NADA)

    Prices shown are retail consumer values and to be considered as selling prices. Trade-in values are to be determined by local dealers and are generally lower than values shown.

    Low Retail Value
    This vehicle would be in mechanically functional condition, needing only minor reconditioning. The exterior paint, trim, and interior would show normal wear, needing only minor reconditioning. May also be a deteriorated restoration or a very poor amateur restoration. Most usable "as-is".

    Some of the vehicles in this publication could be considered "Daily Drivers" and are not valued as a classic vehicle. When determining a value for a daily driver, it is recommended that the subscriber use the low retail value.

  25. The new key phrase here for the foreseeable future will be......BEING COMPLIANT with the law.

    Next? They'll demand we wear suits and ties while operating a street rod and make English our second language.

    I have been following this thread for a couple days and got concerned. I went to the local RMV today and registered my already titled Model A. No questions asked, walked out with my plates.
    the car is far from roadworthy and fits the description as outlined in the new law as a "Street Rod".
    I hope when it is ready I will not have a hassle getting an inspection sticker.

  30. Tomorrow (Friday the 30th) I'm honored to have an appointment to wait in line at the State Police center to get one of those replacement Mass assigned VIN tags.
    I dropped in beforehand this morning and the man there looked clueless as to my even showing up there.
    Knows nothing about the said street rod registration and VIN tag process.
    He did instruct me to bring plenty of paper work (which I have), take a place in line and don't speak to the "man" unless spoken too.
    I've got a real bad feeling about the states new system.
    One of the state's inspection stations called me tonight to tell me their shutting off all street rods and antique vehicle inspections because they have no drop-down window on the screen of the inspection computer for rods or customs.
    It reads only pass. cars and kit cars. No mention of the vehicles we drive.
    He says you tap "Kit Car", you're flagged and screwed automatically.
    Passenger car................hmmm maybe but still probably non-compliant.

    Like I said..........A REAL BAD FEELING ABOUT TOMORROW'S trip to the (uninformed and unwilling) State Police sector.
