really, every state is different, so please dont tell me about yours. long rant here, i have done many, but now i want some opinions on this one. i have done probably 10 or so title apps in my life for old junk from auctions, swap meets etc, so i am familiar with the process. fill out the "statement of facts" form, give a photo of all 4 sides, give them some numbers, and usually you get a title in the mail. i have a lot of stuff, so when going for a title on just a body for example, i could mock up a complete looking car with a frame and motor number and it would go thru the system just fine. BUT... in most of those cases i intended to use that frame, and maybe motor to finish my project. this one is more complex. i have a 27 roadster body, bought from an auction, receipt says "26 27 roadster body/parts" . so...if i wanted to build a model T i would set it on a 27 frame, and put a 27 motor number on the app, which i have, and a title would be in the mail. but... in this case, a flathead v8 will be in there, and not decided yet, a model A frame or perhaps a new set of 32 rails. now, a side story. so, only once in all my title apps did they ever require an inspection( a 23 low cowl body, but a 24 motor #) this was to "verify the vin number" it said on my letter from the state. being new to this, i called the mankato dmv to ask about inspection, and my question was since the T only had a number on the motor, could i just bring in the motor? no, she said it had to be a complete running car for a safety inspection!!!! we dont have safety inspections here, so i knew that was BS, next i talked to the inspector and he said if there is no frame # it needs the state "blue vin tag"and with out that he would not pass the inspection. next, i called the capitol. after several times of telling the story and getting transferred to another agent, i finally got "Charlie" . he look it up, yeah, T's only have a motor #, and yeah, you gave us a 24 #, and no you dont need the blue tag. i said to charlie that he was wonderful to work with, and could i have his phone number for future reference, and he gave it to me. so, for many years i thought i had this cool guy to deal with at the capitol...i am somebody now. so for this dilemma i called the special number to charlie...its the front desk at the dmv in st paul!!!!!! so, i tell the story about 4 times, nobody knows charlie, and they said it doesn't matter which way you go, real T parts, or changed out for different frame and motor, just do the application. i don't believe that. if its a done car they would want receipts for everything, most of which is gonna come out of my stash, and the value would be higher. charlie told me the "board of experts" meets once a month to look at these apps and put a value on the vehicle. anything over 2k needs a bond, anything less gets a title. so...now back to the point of this rant. i have the parts to mock up a 27 T and i am sure i would get a title. but...i f i want a title that is really correct should i title it as the 27 , have the green card done, then tell them i have modified it? or just tell them from the start i am not using the original frame and motor. what do the minnesota guys have for advise?
