Found a set of front fenders and I'm wondering what the difference is between 28-29 and 30-31 front fenders? Thanks for the help.

Night and day. The 1928/1929 fenders are rounder then the 1930/1931, they sort of follow the tire arch. The '30/'31 are more like the '32. That being said there are also several slight variations in each style and you would need a copy of the Model A Judging Standards for exact differences.

    Differences

    Front fender brackets
    Head light bar
    Running board splash aprons
Rear fenders gap for the running board splash apron
    Rear fender brackets

Hood and radiator selected can also affect the radiator splash apron and hood lands for 28-29 hood as well as the location of the hood latches.

28-29 fenders will require a little extension along the top of the frame to fill the gaps that were covered by the hood lands when using a 30-31 hood and rad.

These are 28-29 fenders on a 30-31 car. The grill and hood are 30-31. The head light bar is a 30-31 dropped and re-shaped to fit the 28-29 fender brackets.

These are 28-29 rears on the same 30 car. They have been bobbed about 4 1/2" on the rear.

1930 A front fenders have the front portion of the splash aprons welded to them. The 30 A runningboard/apron is a one piece unit. This was likely done as a cost saving measure but was reverted to full aprons and separate boards in late 30 production then continued through end of production.
