Looks like 30/31 fenders and apron on that 28 frame. Or maybe it’s only the 28 front crossmember in a later frame? Was it riveted in, or bolted?

Once again, can you provide pictures of the sheetmetal so we can put an end to this nonsense? The numbers that you provided, A2715606 is a December 1929 frame!!!!!!!!!

He did show us pics Woody. The front pan and fenders are not 28/29, they are 30/31, but the front crossmember is early 28. So if the stamped number is really from December of 29, it’s a true mutt.

On either side of the crossmember. If you can’t see those aren’t 28/29 fenders from that little bit of pic, you might not want to give identification advice on them.

The rolled edge over the front apron. The lack of the small riser blocks that the hood shelves fit over. The notch for the radiator bolt. And the top edge of the apron has an offset under the grille rather than just the simple return that 28/29’s have.

The bottom line is, if he is trying to register that car, it still goes by the serial number stamped on the frame. The Model A Ford is probably the most researched and documented car in history and in New York State if you try to tell the DMV examiner that the car is a '30/'31 because of some clapped up, rusty fenders, with a 1929 serial number, he will tell you to take a walk.

I've got no dog in this, so this is purely for general knowledge.
Since the OP is asking for
    1. ID the parts
    2. How to get it properly set up with paperwork
Wouldn't it be very helpful for him to acquire a reference that would not only allow him to solve his current issue, but help him in the future in being able to get stuff that will fit? I realize hot rodding is adapting and modifying, but if he needs X part to fit his new project, he needs to know what the thing looks like and when it was used.
Can you guys offer one or a couple quality references for him (and others)?

I made a visit to the PO's place today and took some pics of the sheet metal. I also gave S/N area a good cleaning and found the S/N to be *A2715066*
