Model A Starter to battery hookup??

As seen in the picture below-

The shiny part circled to the left looks as if its supposed to connect to the starter. it comes from the battery, there is also a 14 gauge wire that goes off it up towards a junction box.

Is this correct? Neg terminal goes directly to starter? I have done some searching but came up empty for exact answer.
