I think if it were me, first stop would have been drag it to DMV for a ***le. You have a body and a frame, in AZ anyway ***le-only would have been easy.
Washington is a pain in the ***. It would have to be complete in stock condition, with everything on it. You get it inspected, Then after three years, you can apply for a ***tle.
