nailhead with late valve timming

I put a vacuume guage on my 401 nailhead and it reads late valve timming and is about 8hg lower than normal. the cam is a mild performance cam ground in Tacoma by Delta Cams. how do you fix late valve timming? do I have to drill the cam gear and use an offset bushing? my friend says bend the needle on the guage, but thats not the answer I'm looking for.
