Need a little kingpin help.

So I'm changing kingpins on a '66 Dodge A100 axle, and I'm a little confused. I've done this on Ford axles, but this set up is a little different. Problem I'm having is this. The oval shaped washers and the 4 tab locking washer thingy won't tighten up. It's like the supplied bolt is too long. And what's the 1 little felt thing for ? Any help is appreciated.
