Technical Need Help Identifying Panel

I have this panel that was acquired with a bunch od Model A parts. Its not Model A but what is it?
Can anyone figure it out? Thanks in advance.

 

i'm pretty sure it's Ford Truck but the year escapes me

 

BTT stumping the HAMB??? Pretty sure it is a radiator shield (it has light rust stains) but what is it for? Anybody?
