Looks like a late 90’s ‘00 build .

Looks like you need to look through some late 80’s thru early 2000 Street Rodder magazines. Looks familiar, wheels look to be custom so may have been a big dollar build.

Looks to me like it may have been some sort of theft recovery vehicle, or maybe that time the Street Rods Nats flooded, or a barn find (no front plates)?

The right head light is at a strange angle, the pep mirror is at the wrong angle to be effective, the car is covered with dust (except the windshield where the area around the number [inspection number maybe?] has been cleaned). The rear tires appear to have been rolled through some pretty deep mud, but the sides of the car show no evidence of the car being driven through mud, so it must have been winched through the mud, mud the front tires appear to have not rolled through. I see the front rotors are pretty rusty looking.

I also see there is a 3rd brake light in the rear window, that at least dates it to the 80s & newer. The guys that owned vehicles like this didn't usually drive them hard enough to get into this condition.

I suspect its been parked for a while and maybe rescued. Maybe what we are seeing is someone's 'just purchased' picture.
