You can't legally buy a ***le in any state. You can illegally use a ***le with another car by afixing the number to the car.

Beyond that, if you need a ***le, you can have a new one issued by your state through a couple of different processes.

A builders ***le is a NEW number for a car ***embled of new parts, old parts or a combination of the two. You must show where you aquired all the parts, and the year of make is usually the same as the year in which you apply for the ***le. This often subjects your car to emmisions and safety requirements that apply to that year.

A bonded ***le is the re-issue of the original ***le in your name. It requires adequate proof of ownership, usually centered around a bill of sale. It is usually handled by a private service, but you can do it yourself. It requires posting a cash bond, normally for about 3 years. So long as the ***le is uncontested in that time, the ***ke bond is released and refunded back to the posting agent. All restrictions on the ***le are lifted. If you post the bond yourself, you get your money back. If you use a service, they charge you a one time fee of about 10% of the bond amount, and they use their money to post the bond.

Another option in some states is a straight ***le hearing. You request a hearing of ownership, provide do***ents supporting that, testamonials if available, any related affidavits of fact and then go to a hearing. It is much like a court testimony. The judgement is final and not always in your favor.

Again, this all varies from state to state, so you need to educate yourself and not put the oputcome in the hands of hearsay from strangers all over the country.
