New to the board and have questions about my 30 roadster steering

I bought a rough 30 Ford Roadster. It is on a 30 frame, 1941 flathead engine, 41 Ford steering, etc. I have checked and fixed the alignment, replaced the drag link (which had a lot of play in it), and the tie rod seems tight enough. The steering now seems tight but under way, the car wants to bounce around and steer all over. It has bias ply tires on it, and the fronts are old. Suggestions on making it steer better would be appreciated much.
