I have Newport wipers on my coupe and intended to use them om my '41 pickup. Just a guess, but I would check for full sweep by moving the linkage by hand. If there is no mechanical interference to a full sweep, I would see if the drive arm on the motor has changed position.

You can check the ground with a digital voltmeter. Turn the wipers on and connect one lead of the voltmeter to ground at the battery. You can use a jumper wire, it doesn't need to be heavy gauge because voltmeters pass extremely low current. Take the red lead and connect it to the wiper ground wire at the motor. You should read less than 0.1 volt. Anything higher means that the wiper motor doesn't have a good ground. If the reading is 0.1 or less, your problem lies elsewhere.

If the motor keeps wanting to park, you need to take the reading when it is actually running.
