No air moving with fan?!

Hi. Either I am totally not seeing worth a damn or something as it appears to me that the various fan blades are not all pitched in the same direction. Look at the cup angle of the blade on the left compared to the one on the right.

Try the shop rag test? Hold a shop rag in front of the radiator and it should get ****ed flat against it. I would go with the smaller pulley and a fixed blade fan and see if it helps.
