Well a bit thin skinned for a gent who doesn't check and correct his spelling and sets himself up. I'd think that in Des Moines Iowa there would be a number of shops or welders who deal with food grade stainless welding on a daily basis and welding stainless bolts to the back side of the bumper would be a simple project for them and you would end up with a minimum of cleanup work on it.
One thing, absolutely do not touch the front of the bumper with anything that has ever been used on mild steel or let a mild steel brush near it. Any mild steel that might be impregnated in a sanding disk or buffing pad will cause rust specs in the stainless.

I prefer to weld tabs to the inside of the bumper, and modify bumper brackets to suit. With the brackets, you bolt the bumper on with the bolts being parallel to the bumper, this eliminates the possibility of over tightening your welded on studs and having dents show on your nice shiny bumper.
You should have no problem polishing out a welding HAZ with whatever polish you like to use on stainless.
    And lighten up Francis.

SST can sugar if you get it too hot. Also too much heat can cause chromium carbide precipitation which will result in the heat affected zone rusting. This should not be much of a problem if you are welding on the opposite side. Just don't use too much heat. Tig is the way to go. No slag, spatter, etc.
