lots of machine shops around but which one has the experience on 216-235 motors? Over the years heard plenty of rebuilt 216-235 horror stories in this area.

Machine work is machine work. The devil is in proper assembly. So, are you wanting them to do it all? Tear down, machineing and assembly or just machine work?

Yosemite Machine in Modesto used to have a good reputation, I think Joe Costa ran/owned it some years back. But I’ve not taken anything to them in 10/12 years, call and get a feel, look at reviews, google them, etc.

A 53 with a hydromatic should have a pressure oil 235 That makes things a lot simpler than dealing with a 216.
Quick ID the 216 has the side cover that also covers the side of the head while 235 side covers just cover the side of the block. The poured Babbit rods are and issue with the 216 while the pressure oil 235 has insert bearings making it "just another engine" . The only problem machine shop wise is that they may take a bit more time and a few stop and think moments more than a small block Chevy, ford or Mopar. Then it is probably wise to cut the heads for hard exhaust valve seats for the crappy gas we have now.

supposedly the motor may have been rebuilt 40 years ago and that it started smoking really bad 10 years ago,

Might want to look at contacting local Car Clubs for recommendations.....and with that engine, especially lowrider clubs.
....and this guy might have something to help:
