Edwardian Morris Cowley or Austin. Early FIAT & Renault had that style wheel as well. Bet they,re heavy.
Just had a quick look on www.carandcl***ic.com pre 1920 list ( good British site ) and came across this 1915 Talbot. As an example Michelin made wheels for lots of auto manufacturers, meaning that such a wheel could be found on almost anything.
