Found it online thru Google Video search for Old Hot Rod Movie (1952).
Also, listed as a 1952 Safety Promo - Featuring the RoadRunners Car Club.

Others are The Cool Hot Rod (1953), Cool Hot Rod A(1953) and Cool Hot Rod B (1953) with Tom Hanks in it.
