Old Wm.Penn oil change tags

I got a handful of these at an auction years and years ago, and they have been floating around in various junk drawers ever since.
I suspect they are from the '50s or earlier. Anyone know when they are from, or anything about them? Seem to be made of a semi flexible plastic, that has yellowed over time.
