I bought some parts off another forum a little over a month ago and paid the guy through paypal. Haven't seen the parts and the guy quit responding to my emails 2 weeks ago. I'm thinking of opening a dispute through Paypal. Has anybody on here ever done that? How does it work, similar to ebay?

I hope you used a credit card.

Check the time limit for filing a dispute.

I used money that was already in my account. Yeah I just check it looks like you have 45 days to open a dispute so I'm gettin close to that.

You'll start to work it through Ebay first, and then you'll be directed to paypal for your payment information. Look for the 'Item Not Recieved" link under the "Dispute Console" in the lower left side of the My Ebay page. Once you start that, it should take you through the process.

Pay attention to the dates and time limits, as once the do p*** and either you or the seller don't respond to the paypal information requests, they'll close teh dispute and that's that.

Yeah I didn't buy the parts off ebay I bought them off another forum. The guy is 18, I think that may be part of the problem.

Just open it. It starts off as "dialogue" with PayPal as the middleman - you can escalate to a claim & if he refuses to respond, you win by default.

i just went through a dispute and got screwed because when i opended the dispute i did not input the correct reason i was asking for a refund. They denied my claim of $700 after i waited the full 20 days for the seller to remedy the problem (i started talking to the seller March 2nd about the problem). Be sure you read the "User Agreement" before filing. They only refund your money for 2 reasons and its all computer generated, human eyes never see the dispute.

So I should get my money back then? Is it going to matter that I didn't use a credit card and just used funds that were in my account? I think he changed his mind and wants to keep the parts he's just doesn't want to tell me that.

I had that happen to me before. Paypalled the guy $150 for some spindles and a week went by without them. Then another week and the guy said he would send them. No contact for another two weeks so I started the dispute. Claimed it as "non-reciept of goods." After a few weeks Paypal sided with me...and I got a whole $3 back. They could only give me back what the guy had in his Paypal account at the time. After that he probably started a new one...never saw the rest of my money. Good luck!

i think one was that the item has not been shipped and the other is item significantley not as described, but check that last one cause im not sure if that is the term they use. Log on to your acount and find the section that gets you to the user agreement and read it, you should be able to get all your money back. Good luck! Im taking the next step with the credit card that paypal charged and dispute it with my bank.

I think I'm gonna give him until Friday and then open a dispute. It was $75 so maybe I stand a chance of getting it back.

  15. I filed "Item Not Received" through PayPal & got a complete refund, minus a small service charge...BUT, the item was purchased through eBay, AND the seller & I had communicated through eBay. The seller was kind/stupid enough to admit having received the payment & and not having sent the item...excuse after excuse, the usual.

If PayPal won't help you, try here: http://www.ic3.gov

This handles Internet fraud. They don't do anything directly, BUT they forward your information directly to the seller's state's agency/dept. that deals with that sort of thing...it tends to get your problem a little more attention. I've found that if you call the police in the seller's town, they generally tell you to get lost...your local police may or may not be helpful.

A local policeman used to help us out a lot on this sort of thing...he would make a "courtesy call" to the other police dept. & ask them to talk to the offending party (we occasionally receive a bad check through our business). Worked like a charm...unfortunately he retired, & the younger cops don't care to get involved. :( Your local police may be different.

  18. PayPal will automatically side with you IF the seller cannot supply a tracking number.

If he doesn't have the money in his account, PayPal will take out what they can for you, give you what they can recover, and keep his account negative until the full amount owed to you is recovered. That means that if he ever gets a PayPal payment from someone else, or tries to pay someone using PayPal, you get the very first $**.** that it takes to pay his debt to you.

In order for him to prevent your getting your money back, he has to completely stay off PayPal from then on and leave his account in the negative numbers.

IMPORTANT FOR SELLING- A TRACKING NUMBER IS ABSOLUTELY ESSENTIAL when PayPal is used. That includes items picked up in person.
That means that if you get a PayPal payment from someone who picks up a transmission+engine at your house, he can take the engine home, and then take the money back and you can't prove he has the item.
It is best to not accept any PayPal payment from someone picking up an item in person unless you trust him enough to send him to the store with a wad of your cash....

I will never accept PayPal for big ticket items or for items picked up in person. Too easy to lose that way.

Another scam- All a person buying from you has to do is tell his credit card company "they sent the wrong size or wrong color" and the money comes out of your account. You can't do a thing to stop it.
Even a tracking number won't stop a credit card chargeback.

I have had more than one person swear that the item never got there. I had tracking numbers, and had UPS produce their SIGNATURE for the package. Even when PayPal sides with the seller, the credit card company can still take the money back and the shoplifter keeps the item until you take him to court.
The tempation for free items is too much for some people to resist.
Luckily, that only happens about two times in a thousand, but it is still more than enough.

Although I win over 99% of those disputes, I will only use PayPal for $$ amounts that I can afford to lose once in a while.

    Good luck with yours.
It sounds like getting your money back will be easy if you beat the 45 day deadline.

Thanks for the info. Sounds like they are pretty good about getting money back, from what you say maybe even too good about giving it back. Makes me think twice about accepting paypal from buyers.

I opened a dispute with both Ebay & Paypal, All i got back was $4 out of $74, Total waste of time if you ask me.

  21. Keep your PayPal account open. Don't close it and walk away unless you want to completely give up.
It sounds like your guy now has a negative $70 balance.

The next time the guy uses his account, the remaining $70 owed to you will have to be covered before he can send or receive money.

EXAMPLE- If someone sends him $100 for any reason, you will get the first $70 and he will then have an account balance of aprox $30, minus the PayPal fee of a couple bucks.
The only way he can prevent you from eventually collecting is to never use his PayPal account ever again.
That may or may not be justice in your eyes, but you prevented him from doing that same thing to the next guy - at least until you get paid first.

I'm in the middle of a dispute right now. This thread caught my eye and it sounds like the guy that nailed me but he's in AZ. I've given up on egay purchases for now, once burned, twice shy. The dispute fee is $25.00. It cost $24 for the copies of the mo, front and back. On a $75 purchase that doesn't live a whole lot left. I won't be able to trust egay for quite some time. I only bought a few items from there but half of them were screwed up deals. NEVER AGAIN!!!!!!!!!!!!!

  23. What is a "dispute Fee"?
I have never heard of that.

Did you go to an outside en***y such as Square Trade? Are they still around?
Places like that are money-making businesses that pretend to listen and take your money to say "uh Huh, Uh Huh, we sympathize, Uh , Huh, that'll be $20 please"

Who charged the dispute fee? just curious..

What about using a credit card for paypal but not keeping any cash in your account. Doesnt it then go to your credit card? They dont like that ****..

    EBAY owns Paypal.
File complaint soon and they will contact other party for responding explanation.
    Good Luck!

According to the email I received from Ebay, they have what's called the Standard Purchase Protection Program that allows you to recover up to $200 if they approve it. In the email it states $200 less $25 to cover processing cost. It also states that no shipping/handling/escrow cost will be allowed..so you never get those back. So the guy before me is right, they love disputes because they get the $25 fee for "helping" you. The whole thang is a rip off. I spent $87 bucks on the item, shipping to me $5, shipping to return $8, cost of copies of MO $24. I can only recover the purchase price of $76, less shipping x2, MO cost and I haven't mailed my do***entation to them yet, another $4-$5. The most I'll get back will be less than $10 bucks. WTF! Now you see why these ****ers get away with stealing your money. Ebay actually facilitates the theft. NEVER AGAIN!!!!!!!!!!!!!!!!!!!

I didn't buy my parts on ebay. I got them off another forum. So I wonder if paypal will charge me a fee? I also wonder if they won't care as much because it wasn't bought on ebay.

When I contacted the police about this they where useless as usual. They won't do anything about it because as they put it, buy at your own risk. They're aware that people get ripped off on ebay every hour of the day but, the law hasn't kept up with the technology. The government is too busy worrying about how to **** you out of your money. Ebay should be closed in my opinion for several reasons besides the thieves that hide behind a computer instead of working a parts counter.

That reason right there is why I don't want to buy anything online anymore. It's going to be real hard to do but I'm gonna try.
Except here I've never had one problem with anyone here. Hope I didn't just jinx myself.
