Painting a license plate

Durango is a hardcore bicycle town and besides screwing up parking places, bike racks hide the license plate. Wrote to the local paper that followed up with the PD and was told that the PD wouldn’t bother to ticket anybody blocking the plate with a hitch rack! AND, Colorado is using new plates next year with more reflective plates so LEO can see the plates easier at night. Of course, there’s an extra charge for the plates!
