No, nor would I. The problem is that the threaded rod could be a breaking point if the weld were to break or the metal failed. A grade 3 bolt will hold up better than a grade 8 bolt will after welding on it. There's nothing that will keep the spring from going straight to the ground if that bolt breaks. Several manufacturers have eliminated this problem. (see example)
Those Forged steel hangers you show above are a nice product. It's a shame they weren't made with the right dimensions.
